Press release: Vladimir Putin Launched the Work on the Motor Gasolines Production
Vladimir Putin, President of the Russian Federation, and Rustam Minnikhanov, President of the Republic of Tatarstan, participated in the video conference mode in the ceremony of commencing the coomercial shipment of AI-92, AI-95, AI-98, AI-100 gasoline products at the TATNEFT’s TANECO Refinery Complex in Nizhnekamsk on February 12.
Addressing the participants of the event, Rustam Minnikhanov, emphasized that the construction of the most up-to-date gasoline production works was completed the Republic and asked Vladimir Putin to start the works’ operation.
Vladimir Putin said that two installations were already launched last year. The launch of today was a good and essential event in the economic life of the Republic and the whole country. Significant investments were made in the production. The President of the Russian Federation pointed out that the Company was developing at high rates.
A report on the implementation of the largest federal project in the oil refining industry was presented by Nail Maganov, General Director of PJSC TATNEFT. He pointed out that there were oil refining capacities of a new technological generation created at the construction site of Nizhnekamsk with a maximum refining depth of 99% and light oil products output of 83.64%. There were constituent units of the gasoline production chain successively commissioned during the year 2018 (hydrotreatment of naphtha, isomerization and catalytic reforming), which resulted in launching the production of high-quality commercial gasoline grades AI-92, AI-95, AI-98, AI-100 with the best operating and environmental characteristics.
The design capacity of gasoline production works is more than 1.1 million tonnes per year. The plans provide for the daily production of up to 3,000 tonnes of high-quality fuel.
The fuel components obtained at the TANECO Complex with application of modern technologies of hydrocracking, hydrotreatment and isomerization of naphtha, as well as catalytic reforming, are blend at the gasoline mixing station. The gasolines recipe, selected and controlled online, ensures optimal performance and environmental characteristics of motor fuels.
The automobile gasolines produced by the TANECO Complex meet the requirements of the Euro-5 standard and allow:
- ensuring easy start-up of the engine at any time due to the inclusion of light fractions in the formulation;
- reducing fuel consumption, increasing the engine performance through the involvement of high density, high octane number, low content of olefins, benzene and sulfur components.
The shipment of marketable products to consumers shall be carried out by rail and road.
The development plan for the TANECO project has been calculated until 2026 and it provides for commissioning additional installations to increase the volume of oil refining and the range of products yielded. TATNEFT Company invested over 363.4 billion rubles in the TANECO project during the implementation period.
President of the Russian Federation indicated that the on-line shot frames of the new TANECO refinery looked fantastic. Vladimir Put thanked TATNEFT Company for the efficient work in the implementation of the TANECO project and launched the production of new motor gasoline grades.

JSC TANECO is a high-tech project of TATNEFT Company, aimed at the refining segment development in order to ensure long-term sustainable business development.
The TANECO project is being implemented as part of a public-private partnership with the Investment Fund of the Russian Federation allocating 16.5 billion rubles for the construction of the external infrastructure facilities of the Oil Refining and Petrochemical Plants Complex in Nizhnekamsk. In aggregate, PJSC TATNEFT allocated 363.4 billion rubles for the project implementation.
All in all, the TANECO Complex processed 60 million tonnes of oil. The volume of hydrocarbon raw materials processed in 2018 amounted to 9.3 million tonnes with the depth of conversion reaching 99%. The yielded products range of the oil refining complex includes 20 types of high-quality products, such as: Euro-5 diesel fuel, which is the best in Russia in terms of the cetane number; aviation kerosene, base oils and other products.
The implementation of the TANECO Project has provided a synergistic effect for many sectors of the national economy: mechanical engineering, construction industry, metallurgy, design science, research institutes.
The support of domestic manufacturers and research/design institutes was a priority from the very beginning of the project implementation. Large orders for the manufacture of equipment were placed at the leading Russian machine-building enterprises: the Uralmash-Izhora Group (including PJSC United Machine-Building Plants), OJSC Volgogradneftemash, JSC Atomenergomash, etc.
The import substitution actually began at the TANECO construction site at the stage of the working documentation development executed by more than 20 Russian scientific and design organizations. In general, more than two thousand enterprises and organizations of the Russian Federation took part in the construction of the TANECO Complex.
In 2010, the first stage of TANECO was commissioned and the first product was received. The process flow diagram of the oil refining complex was becoming more complex year after year. 2014 witnessed the launch of the combined hydrocracking unit took place, where the technology of combining the deep hydrocracking of vacuum gas oil with the production of high-quality base oils was applied for the first time in Russia. In 2016, a delayed coking unit was launched and the TANECO Complex became the first oil refinery in the country, where they refused to produce fuel oil as an end product, and switched to the production of light petroleum products only.
In 2018, they performed at TANECO comprehensive testing of the kerosene and diesel fuel hydrotreatment systems, which would allow increasing the production of aviation kerosene to 900 thousand tonnes per year and the production of Euro-5 diesel fuel to 4 million tonnes per year concurrently with launching the integrated testing installation of the gasoline production process units.
Upon the whole, the TANECO Project has ensured large-scale socio-economic effects: new workplaces have been created, the number of JSC TANECO staff employed today accounts for more than 3.6 thousand people. There were up to 10 thousand people engaged at the Complex during peak periods. Currently, the number of the contractors’ personnel at the construction site is more than 5.5 thousand persons.
The construction of new installations is underway at the refinery complex at present, which will allow increasing the volume of oil processed and the products output. In accordance with the TATNEFT Group Development Strategy until 2030, the plans for 2019 provide for commissioning the CDU/VDU-6 unit, which will double the processing capacity, and it will be over than 15 million tonnes per year.
