Press release (Togliattiazot): New ammonia installation construction project passed through public hearing
Construction project of a new installation for ammonia production from purge gases of JSC Togliattiazot passed through public hearing regarding preliminary assessment of the environmental impact.
Public hearing held on April 20, 2017, was attended by over 100 people, including representatives of Municipal Service Department of Togliatti Mayor's Office, Institute of Chemistry and Environmental Engineering, community and environmental organizations, media, and residents of Togliatti.
The project, developed in collaboration with engineering and construction company KBR and engineering company ORGKHIM (PRJSC Severodonetsky ORGKHIM), relates to construction of an ammonia installation with a capacity of 1860 tons per day under a technology unique for the Russian chemical industry. Purge gases from units operating in the territory of ToAZ will be used as raw material for ammonia production. The use of enterprise's own resources will significantly increase efficiency of the installation and reduce the negative impact on environment.
Design of the new ammonia installation takes into account industrial and environmental safety requirements to the construction project. The technology allows to reduce nitrogen oxide emissions into the environment. Eliminating classical reforming and purification phase, the process of ammonia production from purge gas is virtually liquid- and gaseous waste free. Total emission of the new installation will make only to 0.27 percent of the emissions of the whole enterprise, which does not exceed the maximum allowable concentrations at the boundary of buffer zone. Also, slimming technological phases will reduce energy consumption down to 8.5 Gcal per ton of ammonia produced.
Specialists of the State Ecological Supervision of Environmental Resources Management and Protection Division of Municipal Service Department of Togliatti Mayor's Office present at the hearing noted the quality and detailed study of the project, recommending to use the hearing materials as a study guide for the relevant specialities.
Victor Kazachkov, Deputy CEO for business operations of CJSC Corporation Togliattiazot: "The project of a new installation is designed with a very long term view. The technology will allow ToAZ to significantly increase ammonia production and to maintain its leader position in the market. We not only aim to increase capacity but also to reduce energy consumption and environmental footprint using new technologies and projects of our partners."
Project documentation will be finalized taking into account observations and comments made at the hearing, and will be submitted for the state ecological expertise.
The construction project of the unit of ammonia production from purge gas is implemented in the framework of a large-scale investment program of JSC Togliattiazot. Overall, investments in the development of the enterprise up to 2022 will exceed 80 billion rubles.
