Press release: Gazprom Neft supports the development of the Omsk Oblast
Gazprom Neft has concluded a cooperation agreement with the Government of the Omsk Oblast at this year’s Russian Investment Forum in Sochi, signed by Alexander Dyukov, CEO and Chairman of the Management Board, Gazprom Neft, and Alexander Burkov, Governor of the Omsk Oblast. Under the terms of this agreement the parties will expand their cooperation in improving the economy and investment climate of the Omsk Oblast, and in creating a favourable environment for addressing social problems.
The signed document envisages cooperation in environmental protection projects, job creation, and programmes to develop science and technology within the region, as well as its industrial potential. Gazprom Neft and the Government of the Omsk Oblast will be joining forces in creating an environment conducive to improving quality of life in the region, including through community investment, and through charitable and sponsorship initiatives.
Alexander Dyukov, CEO and Chairman of the Management Board, Gazprom Neft, commented: “Improving quality of life in the regions in which it operates is one of Gazprom Neft’s overriding priorities. The company proactively supports social projects, promotes neighbourhood enhancement and improvements to public space, and is implementing a major investment programme in the Omsk Oblast. We have consistently supported the region’s leadership in developing a modern and highly effective environmental monitoring system. Our attention over the next few years will remain focussed on building a high-tech catalyst production plant, and completing the modernisation of the Omsk Refinery. The company invested more RUB57 billion in modernising and developing its production assets in 2018, as well as RUB2.9 billion in social initiatives.”
Alexander Burkov, Governor of the Omsk Oblast, stressed: “We have, today, signed an agreement which will create new opportunities for positive social change. Gazprom Neft has proved itself to be one of technological leaders in the Omsk Oblast’s development. The company is continuing its modernisation of one of the country’s most important oil refining plants — and one of the region’s most important tax contributors: the Omsk Refinery. It is actively implementing a national project in establishing a cutting-edge catalyst plant, awarded the status of a national project. The Oblast Government, in turn, will support the fulfilment of these and other investment programmes, which will ensure the further growth of the region’s industrial and construction complexes.”

Thirty Gazprom Neft subsidiaries operate within the Omsk Oblast, including Russia’s leading oil refining plant, the Gazprom Neft Omsk Refinery, the cutting-edge Omsk lubricants plant, the first industrial-automation Technopark beyond the Urals, and the well-developed Gazpromneft filling station network.
The Omsk Refinery’s extensive modernisation programme, in which Gazprom Neft’s total investment will exceed RUB300 billion, has already seen the plant become the most high-tech refining enterprise in Russia. The first stage of this modernisation programme, completed in 2015, saw the construction and refurbishment of key production facilities. The second stage is now in hand, directed at further efficiency improvements. Modernisation is also intended to deliver consistent reductions in environmental impacts. Cutting-edge, world-class environmental technologies have been implemented at the plant, and the Omsk Refinery is, today, one of the cleanest and most environmentally friendly refineries in the country.
Gazprom Neft completed the transfer of part of the company’s corporate functions — accounting, IT services, and HR — to Omsk in 2018. More than 9,500 Gazprom Neft staff are currently employed in the Omsk Oblast.
The company manages the Gazprom-sponsored programme for the reconstruction of historic streets in Omsk city centre, including the reconstruction of Ulitsa Lenina and Ulitsa Chokana Valikhanova. As part of its “Home Towns” corporate social responsibility (CSR) programme Gazprom Neft is providing ongoing financing for the construction of children’s playing grounds and sports infrastructure, neighbourhood enhancement initiatives and local events, medical, educational and cultural organisations, and Omsk’s hockey club, Avangard, as well as its children’s hockey academy.
