Press release: Gazprom working to improve quality management system for procurements

The Gazprom Board of Directors took note of the information about the progress with the introduction of the quality management system (QMS) for products used in the Company’s operating and investment activities.

It was highlighted that the materials and equipment management system was a key element of Gazprom’s QMS. Their quality has a direct impact on the reliability and safety of the Company’s process operations. At present, Gazprom is implementing a roadmap aimed at improving the eligibility and application of materials and equipment in the construction, overhaul, refurbishment, upgrading, retrofitting and operation of industrial facilities.

In order to protect itself against dishonest suppliers, Gazprom applies multi-stage products quality control. All materials and equipment are divided into six groups by degree of their influence on the reliability and safety of the core process operations. The first two groups include the most critical and sophisticated equipment, in particular, drilling and downhole equipment, pipes and fittings, and gas compressor units. Those groups undergo the maximum number of tests and verifications.

Specifically, the Company’s professionals assess the supplier’s business reputation and technological capabilities, check the conformity of its products and QMS with Gazprom’s requirements, inspect the production process and examine finished products prior to shipping. Successful completion of those stages is confirmed by appropriate licenses, certificates and deeds.

When assessing the compliance of materials and equipment with its standards, Gazprom actively applies the INTERGAZCERT voluntary certification system comprising 12 certification agencies and 74 testing laboratories.

In addition, the Company set up a Single Materials and Equipment Register. It is a centralized source of up-to-date information about equipment and materials permitted for use at Gazprom’s facilities, manufacturing companies, as well as about procurement violations. Eventually, the Register is planned to be integrated into the Company’s information management systems related to design & engineering and formation of materials and equipment demand.

The Management Committee was instructed to continue efforts aimed at introducing the QMS for products used in the Company’s operating and investment activities.

Background

The regulation on Gazprom’s quality management system was approved by the Board of Directors in December 2015. The purpose of introducing the system is to constantly monitor and improve the Company’s core business processes. The quality management system was certified for compliance with the ISO 9001:2015 international standard.

The INTERGAZCERT system was developed by Gazprom on the basis of the best international practices. The system is meant to certify compliance of products, works, services and management systems with international and national standards, as well as Gazprom’s standards. The system covers a large number of homogeneous product groups, from natural gas and oil to a wide range of oil and gas machinery, automation facilities and software. Each of those product groups is governed by a specific set of standards, special rules, and certification procedures.
